It's Noelle Holiday from Deltarune, with some design changes. Light World version on the left and Dark World version on the right. Light World Noelle is wearing black jacket over red-green checkered turtle neck with short sleeves, and black formal suit skirt. She has double braided hair style and donning round bell-shaped earrings decorated with tiny festive ribbons. She has human-like hands here but the fingertips are black and look solid, bringing up the image of hooves. Her feet are actual deer hooves but somewhat resemble pointy high heels. She is displaying feisty attitude overall with a confident smile. Dark World Noelle has same hair style as Light World version but with one additional braid over her head, just like Zelda from The Legend of Zelda: Tears of the Kingdom. Her snow white dress has two parts: the shawl and sleeveless gown, and both has texture of snow and are embellished with edges that remind a pile of snow. Snowflakes are fluttering around her and the freezing chill is surrounding her lower half. Some magical formation made of snow is hovering over her back, like as the wings of seraphim angel. Noelle here is holding up her magical power with her hands, with curious look on her face.ALT

I tried to keep her longish face this time and I’m quite satisfied at how it turned out

This is the same piece as above, but Dark World version here has her arms covered with long snow-white evening gloves with open fingers, like Elsa from Frozen.ALT

by the way I can’t decide whether I should leave the sleeves open or not in her dark world costume so here’s both version
